UPLAND
DUI checkpoint planned today
The Upland Police Department from 6 tonight to 1:15 a.m. Saturday will conduct a DUI and driver’s license checkpoint.
The checkpoint will be at an undisclosed location in the city, according to a police news release.
The checkpoint is funded by a grant from the state Office of Traffic Safety through the National Highway Traffic Safety Administration.

Take-over robbery at check cashing business
A gun-wielding man on Wednesday walked into a check-cashing business and emptied the cash registers.
The robbery occurred just before 1 p.m. at Check Into Cash Advance Payday Loan at 865. W. Arrow Highway, Los Angeles County sheriff’s Sgt. Joseph McDonald said.
The robber ordered everyone to the floor, emptied out the cash registers and fled in an unknown direction, McDonald said.
Witnesses described the robber as a white man in his 20s, McDonald said.
Deputies are reviewing surveillance footage in hopes of identifying the man, McDonald said.

DUI saturation patrols net arrests
Police saturation patrols on Wednesday resulted in arrests throughout the Inland Empire.
Fontana police officers conducted a patrol Wednesday in the city, according to a news release.
Police stopped 17 vehicles and conducted one field sobriety check.
One person was arrested for driving under the influence and another was arrested for an outstanding warrant, according to the news release.
During the patrol, two citations were given and two vehicles were impounded as well.

An application under the Proceeds of Crime Act 2002 against 47-year-old Steven Galvin, of The Grange, Sculthorpe, was opened at the Norwich court on Tuesday.
Galvin was jailed for 33 months and 19 days in October last year after he had admitted four offences of running or forming businesses while an undischarged bankrupt and two of fraudulent trading.
The offences involved My Capital Credit Ltd, between June 2006 and May
2007; MPG Leisure, with shops in Fakenham, Hunstanton and Wells, from June 2007 to September 2008; MPG Chauffeur Hire Ltd in June 2007 and Uby Technology Ltd, between July and October 2008.
He also admitted defrauding creditors.
The court had been told that within a short time of release from prison for previous fraudulent offences, Galvin had set up various companies. One involved selling prepayment cards to people who normally have poor credit ratings. His
offences involved a total of A[pounds sterling]24,570.

The average homeowner insured by Citizens Property Insurance Corp. will see a 10.2 percent rate hike next year, under a plan Citizens’ governing board unanimously approved on Monday.
The recommended rate, along with adjustments for commercial property owners and renters, must go before the state Office of Insurance Regulation.
Citizens insures nearly 2 million homeowners, renters and commercial property owners, making it the state’s largest insurance provider. Nearly a million residents have their homeowners insurance with the state provider.
This would be the second straight increase after the Florida Legislature imposed a three-year freeze at 2006 rates. By law, the state insurer cannot raise rates more than 10 percent per year.
The proposed increase includes a 9.4 percent adjustment for Citizens plus an assessment collected on behalf of the Florida Hurricane Catastrophe Fund.
Rates vary from region to region and depending on the particular line of insurance. Most homeowners in Palm Beach County will see a roughly 10 percent increase, though some coastal residents who hold policies without wind coverage will watch rates drop 10 percent.
The board voted unanimously to approve the rate hike after about 10 minutes of discussion, mostly about whether there were enough members present and voting to make a decision
